The book supposedly by Goldstein, explains the paradoxes of the government but also creates one. The government fears dissimination of how it works, but writes a book explaining itself. Yet even after Winston reads the book and understands the government, he in the end is made a believer.

They are rying to create so many paradoxes that they can baffle anyone smart enough to overthrough them. That or make a blanket out of them.
